Target refund problem

Ordered many melamine plates and bowls last month. They came with scratched. I filled a Target complaint form and requested refund. They asked me to send the plates back to main office. I have spent $14 for all and now sending the pack is $10. What to do? and why the hell I have to pay for faulty items? They must pay my pack and they owe me an apology
